Computer refuses to start in SAFE MODEs because of hardware changes?

I WANT TO SCAN IN SAFE MODE, BUT IT WON'T START IN SAFE MODE, NOR SAFE MODE WITH NETWORKING NOR THE OTHER MODES. it only starts in normal mode. WHEN I PRESS SAFE MODE, IT RESTARTS AND SAYS IT ENCOUNTERED A HARDWARE CHANGE. THEN IT STARTS IN NORMAL MODE after a countdown. PLEASE HELP

I'm most likely get a Scion tC, can I change the standard 17" Alloy wheels?

For my High School graduation gift my parents are nice enough to buy me a new care. I like the new Scion tC a lot. I'm planning on getting a black coupe with tinted windows. I also just wanted to know if I could change the standard 17" Alloy Wheels. It seems like in every picture and at the dealership they were the silver (still nice looking) rims. If so would it cost a bunch extra, or would they not even charge me? If you have answers, thanks a bunch! And if you have tC, do you like it?

you need homebrew for your psp. you can find a pretty good downgrader by Dark_Alex online. To connect your psp to your computer you need an SD card reader or a mini-b pin cable with a usb jack on the other end. You can find great guides online.
